Before Burley's first competitive match, he created some controversy by deciding not to travel to Macedonia until 24 hours before before the match. Many people thought that they should have travelled earlier to acclimatise themselves with the warmer climate.

Scotland made a poor start to the match and after only 5 minutes, Macedonia took the lead. They were awarded a debatable free kick on the edge of the box, which was touched onto the post by Gordon. Naumoski was the first to react and put the ball into the back of the net. Scotland's best chance in the first half came from McFadden, who had his shot blocked after he went on a solo run. In the second half, Scotland continued to have most of the play, but had no finish. At the other end, Craig Gordon pulled off two great saves to keep Scotland in the game. Scotland then came close after a great run and cross by Naysmith was missed by Fletcher in the box. Controversy followed as Scotland were denied a stone-wall penalty when Miller and McFadden were both fouled in the box. A late drive from substitute Maloney caused their keeper to make a save. It was not enough though, and Scotland made a poor start to the qualifying campaign.
